Stephen Schachman is Director Emeritus of DMGS. He has an extensive background in senior management of highly regulated industries.
Stephen is the former president and chief executive officer of the Philadelphia Gas Works, the nation’s largest municipally owned utility. During his tenure, Stephen chaired the Pennsylvania Gas Association and was a director of the American Gas Association.
Subsequent to his tenure at the Gas Works, Stephen held key positions at Bell Atlantic Mobile Systems. Initially, he functioned as external affairs vice president and later executive vice president and chief operating officer, responsible for cellular operations in the mid-Atlantic region. Stephen orchestrated legislative and regulatory strategies to enable the (then) start-up venture to win victories securing deregulation in four jurisdictions, while obtaining expeditious FCC licensing.
Stephen later became vice president for legal and regulatory affairs at Penn Fuel Gas, a regional gas distribution utility, where he subsequently was named executive vice president. During this time, he developed and implemented a major reorganization and consolidation of the company.
When it became clear that gaming would become a reality in Pennsylvania, Stephen became engaged in the execution of the new statute. Coupled with his regulatory experience, both as a senior executive and representing numerous companies, he provides a unique insight to the process and players.
Stephen earned a bachelor’s degree from the University of Pennsylvania Wharton School and a law degree from Georgetown University.
